MEMPHIS, TN (WMC) –
There is a new controversy at Memphis City Hall, this time over the firing of two city council employees.
Wednesday, Janis Fullilove held a press conference in the Hall of Mayors. She is calling for the rehiring of staff members Daniella Spears and Ann Turner citing unfair use of power by Council Chairman Jim Strickland.
“Here it is two woman that have given their hard earned work to the city for a number of years, were terminated without cause. Saying they were terminated because they were “downsizing.”,” said Fullilove.
Fullilove says the two woman were let go unfairly, just before the new year, because of excessive absences. She says those absences were excused because of workers compensation and the Family Medical Leave Act. She says she spoke with Memphis Mayor A C Wharton about the absences on Tuesday night and he said he wasn’t aware of that information.
“I hate to see any employee being done wrong, especially a woman and especially one woman with a child. She is a single mother and that should not happen,” said Fullilove.
“I don’t know what this conspiracy is about to terminate these woman. but I think it’s totally unfair because both of these woman are ill,” said councilman Joe Brown.
Meantime, Council Chairman Jim Strickland says it has nothing to do with excessive leave and doesn’t break any laws.
“As you know, the city is in a budget crisis and austere times call for austere measures and cuts have to be made. And we need to make cuts all through out city hall in administrative positions so we avoid cuts in public safety,” said Strickland.
He went on to say that these two positions were not necessary for council members to do their jobs and that no one will notice any significant changes as a result.
He wouldn’t go into the specifics of why these two were let go but instead pointed out that Janis Fullilove herself didn’t request to work with either Spears or Turner.
“None of the council members requested to work with these two individuals, not one of them,” said Strickland.
He supplied paper work to show that Fullilove requested two other staff members to work for her. Though Fullilove denies that and says she requested Ann Turner.
“No one was targeted from any protected rights under any federal law. There was merit for these decisions and I’m hoping that we don’t have to get into that. Because I think it’s a private matter and it’s unfair to these two individuals to have this sort of thing discussed openly in public,” said Strickland.
He hopes the mayor does not reverse the decision. But Fullilove says Wharton told her he would reverse it.
“He told me last evening and I quote ‘in lieu of this information that I have received about these two employees, that I am willing to rescind their order of termination’ and I’m gonna hold the mayor’s feet to that fire,” said Fullilove.
Here is the official statement from Mayor Wharton:
“This is a Council matter. Since, however, under the Charter the Mayor is the sole appointing authority for the City of Memphis, my action is required when it comes to appointing or rescinding the appointments of Council staff. It is my understanding that the dismissal of staff requires Council concurrence and that the Chair expresses the will of the body when requesting dismissal of staff members. If I am advised that in the case of the two subject employees the will of the body is contrary to what I assumed, I will act accordingly.”

Officer hits four women amid New Year’s festivities |
Four women are recovering right now after they were hit by a Memphis police officer’s squad car as they tried to cross the street near Danny Thomas and Beale Street Wednesday night. Investigators say the women, ages 24, 26, 33, and 36, were not walking in a crosswalk when they were hit. It all happened just moments after the new year’s celebration in downtown Memphis. Three of the women hit were rushed to Regional Medical Center in critical condition. The other woman and officer were transported in non-critical condition.
